Benjamin Peters, Ph.D. is a media scholar and author focused on the surprising lessons of the Soviet century. He studies how emerging technologies shape power and knowledge across cultures, with particular attention to Ukraine and Russia. Dr. Peters is the Hazel Rogers Associate Professor and Chair of Media & Communication at the University of Tulsa and an affiliated fellow at Yale Law School. His current projects explore Soviet AI, Russian hackers, and the global history of media theory. He investigates how media technologies distribute and concentrate power and knowledge unevenly, applying critical, historical, and global approaches to understand why digital systems take hold differently across regimes of time, space, and authority.
